Company's aim is to provide completed services in the domain of structural inspection of existing buildings. More specifically, EL.Y.KAT. Partnership covers the job subject of in-situ constructions' checking with the application of semi-destructive and non-destructive testing methods as well as the job subject of structural assessment and reinforcement studies of existing buildings. Job Object
In 2012, publishing of Regulation of Structural Assessment and Reinforcement of Existing Buildings "KAN.EPE." resulted in the delimitation of the corresponding subject which, by that time, was treated without any specific legislative frame. Until 2012, the assessment of existing buildings was realized according to follows:
- in cases of extra storey addition, by applying the Appendix E of EAK 2000 (Greek Antiseismic Regulation).
- in cases of use changing, by applying the rules of EAK 2000
- in cases of buildings' legitimization, by applying the rules that were in force at the construction time.
- in cases of after-earthquake reinforcements, by applying relative FEKs which were issued after a certain seismic phenomenon which caused damages to constructions.
With the exception of the last case, the main drawback of all previous cases was the lack of specific rules referring to existing building, while nowadays the perception that existing buildings should not be faced similarly to newly ones is widely comprehended and established in all modern regulations. In addition, the assessment of existing buildings contains job objects which do not exist in new constructions. The most important object refers to the investigation of building materials' characteristics as well as to the building details. KAN.EPE. faces with a cohesive way all subjects related to the control of existing buildings of reinforced concrete, both in the level of testing methods and in the studying level whereas it includes certain rules of studying, controlling and designing existing building parts and reinforcements.
In June 2014, the FEK which referred to the beginning of Eurocodes application was issued in Greece. The text ELOT EN 1998-3 (Eurocode 8 - Part 3) comprises the reflective text of KAN.EPE., since it refers to the assessment and redesign of existing buildings constructions. The main difference is that ELOT EN 1998-3 does not only entails buildings of reinforced concrete, but it also features regulations for steel structures, for composite steel and concrete structures and for masonry structures.
The application of KAN.EPE. and of ELOT EN 1998-3 presupposes a series of preliminary and fact-finding works, which are necessary for the implementation of these rules and regulations. EL.Y.KAT. Partnership aims to offer all services related to these regulations as well as to the whole existing buildings' domain.

Panagiotis S. Antoniadis
Panagiotis S. Antoniadis is a Structural / Design Engineer, who graduated from the department of Civil Engineering of the Aristotle University of Thessaloniki (AUTh 2006). He then completed the Master of Science program titled “Earthquake resistant design of structures (ASTE)” of the aforementioned department. He is currently a designer of construction works in Greece (January 2009) having already been deployed in numerous structural design cases (R/C structures, steel structures, composite steel and concrete structures, masonry and timber structures, silos, tanks, etc). Since 2009, he has been working as a consultant in 4M-VK Engineering Software (up until 2010) and 3DR Engineering Software (up until now) serving also a supporting role for the users of the analysis and design software packages. He is a writer of three books (in greek) dealing with the Earthquake resistant design of reinforced concrete buildings according to EC8-1. He is a writer of two (2) papers in refereed journals, one (1) paper in refereed conference proceedings and of other technical reports in Professional journals, notes, manuals etc. He is also member or the Hellenic Society of Earthquake Engineering (since June 2011) as well as the Technical Chamber of Greece (since June 2006). Gklavinas A. Ioannis
Gklavinas A. Ioannis is a Structural / Design Engineer, who graduated from the department of Civil Engineering of the Aristotle University of Thessaloniki (AUTh 2006). He then completed the Master of Science program titled “Earthquake resistant design of structures (ASTE)” of the aforementioned department. He has worked at “Koktsidis Kyriakos and sons Constructions Company” as a earthquake resistant designer of structures and as construction’s supervisor. From June 2009 to December 2009 he has worked at the Intermediary Managing Authority (IMA) of the Region of West Macedonia at Monitoring and Management of Acts. Since 2009, he is a member of "Chatzoglou Construction Company" which is currently active in the city of Kozani. Within his business activities, he has especially dealt with construction’s architectural design, theoretical modelling and analysis as well as with construction’s supervision. He is an Energy Inspector (EYEPEN registry number: 11479), and a Member of the "Consultants and Experts Registry" which has been set up in the Intermediary Managing Authority of The Region of Western Macedonia.
Chatzoglou Ν. Stavros
Chatzoglou Stavros is a Civil Engineer, graduated from the School of Engineering of Aristotle University of Thessaloniki at 2005. He completed a Master of Science Programme in Real Estate Management at KTH University in Stockholm. Since 2006, he is a member of "Chatzoglou Construction Company" which is currently active in the city of Kozani. Within his business activities, he has especially dealt with construction’s architectural design, theoretical modelling and analysis as well as with construction’s supervision. He has worked as a surveyor for CBRE Axies from June 2007 to June 2008. He is an Energy Inspector (EYEPEN registry number: 6366), a Building Inspector (EYED registry number: 1193) and a Member of the "Consultants and Experts Registry" which has been set up in the Intermediary Managing Authority of The Region of Western Macedonia. He actively participated in the committee of Technical Chamber of Greece which is responsible for subjects relative to Laws 4014/2011, 4030/2012, 4178/2013 from September 2011 until June 2014.
